August 2025: Parliament passed the Promotion and Regulation of Online Gaming Act (PROGA). This law bans all forms of real-money online gaming in India, including cricket betting. It received Presidential assent on 22 August 2025.
May 2026: The Supreme Court delivered a significant ruling in the case of State of Tamil Nadu v. Junglee Games India Pvt. Ltd. The court upheld state-level laws banning online real-money games. The court also declared that every smartphone could be considered a “virtual common gambling house.” This ruling strengthens the legal foundation of PROGA.
What this means: The old argument that offshore platforms operate in a “grey area” for Indian users is now legally weaker than it was before 2025.
PROGA primarily targets operators and payment intermediaries: the platforms and payment processors, not the individual bettors. As of September 2026, no individual Indian user has been prosecuted under PROGA for using a cricket betting ID.
However, the law is new, enforcement is evolving, and the Supreme Court has made its position on online real-money gaming very clear. The risk for individual users is real, even if enforcement has not focused there yet.
